A man was arrested in connection with a homicide

Phou Phiouphanh was charged with murder and booked into the Potter County Jail

At 5 a.m. Saturday, police were called to the 5900 block of North East 9th Ave after a body was found in the middle of the street.

The victim was identified as 39-year-old Isaac Shay Morris.
